Broadhempston Parish Council Minutes

Thursday 12th August 10

Present: Councillors L.Sutcliffe, M.Head, S.Sutcliffe, J.Isaacs, P.Pitts, D.Smith (TDC)

1.Apologies: Councillors Thompson, Hargreaves and Gordon ( late arrival)

2.Public Forum:  The discussion centred on the planning application for a permanent dwelling at Knowle nursery. 2 members of the public expressed their concern at the application. Firstly that the need had not been proven for a permanent dwelling given that the temporary accommodation was not used on a 24hr basis .The various tasks could be carried out as part of a normal working routine and also that it may set a precedent for other small rural businesses.

The owner of the site stated that the justification had already been won at a previous appeal and that highway considerations had also been satisfied in 2004. The business provided employment for a total of 9 people,1.6 of which were directly attributed to the nursery business. He stated that the business was always willing to show people around the site but concerned residents had not taken this opportunity.

3. Minutes of the previous meeting Thursday 8th July 10 were approved.

4. Declarations of Interest: Councillor Isaacs declared an interest in the Knowle Nursery planning application and took no part in the discussion or vote.

5. Affordable Housing Update: Councillor Head had requested an update from Sue Hitchcock as to the status of registration for affordable housing but she had not as yet been able to obtain the information. With regard to the letter to the diocesan board re: building on the village hall site, the person concerned is currently on holiday.

6. Planning: 10/02181/FUL – Knowle Nursery -  Whilst the council is not against rural enterprise there appears to be no justification for a permanent home, the council therefore unanimously recommended refusal on those grounds.

10/02481/FUL – Old School House – No objection

10/02572/CAN – The Old Woodyard (felling of one conifer) – No objection

7. Councillors Reports: Subsidence on the Waytown Cross to Blackwell Cross, and Bow Mill to Broadhempston road to be reported to Highways. Signpost fingers at Knowle, Waytown Cross and Waterford Cross also to be reported as missing.

Councillor S Sutcliffe had investigated an issue of horse fouling in the village but the council agreed that this was an issue over which they had no control or power. Broadsports had requested to paint their container with which the council had no problem. There had been some vandalism in the small playing field with the basketball hoop being damaged. Discussed whether previous vandalism to the bench should be claimed for on insurance. Councillor S Sutcliffe and clerk to liase.

Fete committee intend to replace marquee with an ex hire one. There have been several donations and offers of support.

Thanks to Councillor Dennis Smith for securing £2500 for replacement of furniture lost in the fire.

Reminder to allotment holders that gate must not be lifted off its hinges to obtain vehicular access. Keys can be obtained from Councillor Pitts.

8. Clerks Report: Request received for shed on allotment 12 – No objection. Clerk has investigated small playing field insurance and will obtain quote for insurance for damage to play equipment.

Various consultations are in progress as per the agenda. More details on Teignbridge District Council web site.

9.Finance: Approved as per agenda. (Proposed by Councillor S Sutcliffe, Seconded Councillor P. Pitts)

Grant of £100 approved for maintenance of the village website.

 The audit commission has approved annual accounts.
